The following repositories are some of the largest and most popular collections of Open Textbooks. Open Textbooks can be freely downloaded and redistributed as needed, and may be available in low cost from print-on-demand services (including Amazon) for users who prefer print copies of textbooks.

OpenStax

OpenStax is a nonprofit organization committed to improving student access to quality learning materials. Their free textbooks are developed and peer-reviewed by educators to ensure they are readable, accurate, and meet the scope and sequence requirements of most courses. An initiative of Rice University.
Open Textbook Library

Open textbooks are textbooks that have been funded, published, and licensed to be freely used, adapted, and distributed. These books have been reviewed by faculty from a variety of colleges and universities to assess their quality. These books can be downloaded for no cost, or printed at low cost. All textbooks are either used at multiple higher education institutions; or affiliated with an institution, scholarly society, or professional organization.
The Open Textbook Library is supported by the Center for Open Education and the Open Textbook Network.

Free and Open Access Books

These books are freely available for download, but are generally not licensed for remixing or other derivatives. Please check individual titles before using in the classroom or online teaching.

Items in the public domain are in full-view for everyone and items held in copyright are searchable.
